Summary:

The U.S. Mission in Maputo/Mozambique is seeking eligible and qualified applicants for the position of PEPFAR Multilateral Advisor.


The work schedule for this position is:



  • Full Time (40 hours per week)


Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

Placed within the PEPFAR Coordination Office (PCO), the Multilateral Advisor will receive day-to-day guidance from the PEPFAR Mozambique Country Coordinator and work closely with the PEPFAR Agency leadership and technical staff of the following Agencies: United States Agency for International Development (USAID); Centers for Disease Control (HHS/CDC); Health Resources and Services Administration (HHS/HRSA); Department of Defense (DOD); Peace Corps (PC) and Department of State/PEPFAR (DoS).  This position will lead the USG team to complete activities for the Global Fund to Fight AIDS, Tuberculosis, and Malaria (Global Fund) as indicated by the partnership between the USG and the Global Fund as well as provide strategic inputs into other multilateral relationships, especially with the Joint United Nations Programme on HIV/AIDS (UNAIDS), the World Health Organization (WHO) and other UN agencies. 

Qualifications and Evaluations

Requirements:

EXPERIENCE:


5 years’ progressively responsible management experience in public health programming, with at least 3 years in a resource-poor or international setting.


Demonstrated experience working with large teams across organizational structures and managing complex processes.


Experience with PEPFAR programming, especially related to HIV prevention, care, and treatment, and an understanding of the importance of a comprehensive program that includes both clinical and community interventions.


 


·        JOB KNOWLEDGE: 


        knowledge of or experience working with the Global Fund, PEPFAR, and the President’s Malaria Initiative preferred.


        Knowledge of Global Fund program development, management, implementation, and monitoring. 


        Demonstrated experience working with HIV/AIDS PEPFAR programming, especially related to HIV prevention, care, and treatment.


        Strong working competency in computer applications to carry out management and statistical analysis. 


        Ability to apply policy directives to activity design, implementation, and monitoring and evaluation.


 Ability to analyze problems/situations and to plan, design, and carry out project studies and conceptualize, develop, and implement new strategies/initiatives.

Education Requirements:

A master’s-level degree in public health, health administration, public policy, social science, or related field is required.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Maputo/Mozambique may receive a compensation package that may include health, separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
