Summary:

The work schedule for this position is: Full Time (40 hours per week).  Start date: Candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Washington has authorized and increase to the salary scale for the LE Staff. The new salary scale is authorized with an effective date of September 1, 2019.  FSN-08 €40,603 base salary.

This position requires frequent travel to the Consulate General in Amsterdam several times a week.

Duties

Basic Function of Position:  Oversees the operation and hardware of various local and wide area networks, to include servers, workstations, and other peripheral equipment. Performs all analysis and systems operation functions to ensure the effective and efficient operation of the Department of State’s sensitive but unclassified computer system, network infrastructure, applications and customer support. Position travels frequently to the Consulate General in Amsterdam and serves as operational IT contact at the Consulate General location.

Qualifications and Evaluations

Requirements:

Experience:  At least four years of prior work experience with Microsoft Windows Server and Microsoft Windows operating systems, Microsoft Office, Microsoft SQL database, and business related software programs as well as progressively more responsible work within the Information Systems field.

Job Knowledge:  Knowledge of Department of State Information Systems and Security policies as they refer to planning, funding, and justifying the purchases of computer software and equipment. Knowledge of computer networking operations and their associated applications and software.

Education Requirements:

Two years of college/university studies and a Microsoft certification or equivalent certification.

Evaluations:

Language:  Speaking/Reading/Writing Level 4 (fluent) English and Level 3 (good working knowledge) Dutch is required.  (This may be tested.) 

Skills and Abilities:  Excellent customer service skills and the ability to clearly explain to management and users the capabilities and limitations of current systems. Must be able to lift 50 lbs. Frequent travel to Consulate General in Amsterdam through public transport and/or self-drive as required.

Salary: €40,603 annual base salary.  An additional 20.2% will be added to the listed Locally Employed (LE) Staff salary for allowances and premiums.  You will receive a vacation bonus at 8.2 percent of base pay, a bonus for duty-free days at 3.67 percent of base pay and a year-end bonus at 8.33 percent of base pay.  For this FSN-8 position this equates to a total remuneration of €48,805 per annum based on a 40-hour work week.

Locally Employed Staff working at the U.S. Mission in the Netherlands will receive a compensation package that includes pension, health, and other benefits.

There are approximately 16 (American and Dutch) holidays a year, in addition to earned annual leave (‘vakantiedagen’).

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.
