Summary:

The work schedule for this position is:

Duties

Under the direct supervision of the Supervisory Human Resources Specialist (SHRS), incumbent of this position will manage the administration of the Mission Awards program that includes the Employee of the Month program.  The incumbent will work closely with the Eligible Family Member (EFM) HR Assistant position who handles the Family Member Appointment (FMA) program at post and provide as needed assistance in managing the FMA program.  The incumbent will also be part of the Locally Employed (LE) Staff Performance Management Team who will keep track and remind supervisors to submit LE Staff performance evaluation reports in a timely manner.  The incumbent will also help address and/or identify any potential performance issues and bring the issues up to higher management for necessary actions. S/he will be in charge of end-of-service benefits processing for LE Staff as well as other related matters. 

Qualifications and Evaluations

Requirements:

EXPERIENCE:  At least two years of progressively responsible experience in human resources or administrative function.


JOB KNOWLEDGE: 


- In-depth knowledge of HR regulations and procedures of State and other associated agencies, particularly those regulations pertaining to processing a variety of HR related work. 


- In-depth knowledge of local labor law to include social insurance law, general office operations and procedural requirements pertaining to functions performed in an HR Office. 


- Good knowledge of the Mission recruitment policies and procedures.

Education Requirements:

College or University studies required.


 

Evaluations:

LANGUAGE: 


Good working knowledge in Speaking/Reading/Writing English is required. (This will be tested.)


Fluency in Speaking/Reading/Writing Vietnamese is required.


 


SKILLS AND ABILITIES: Must have/be able to:


- Strong interpersonal skills are required. 


- Knowledge of software programs (Microsoft Word, Excel, Power Point) and other software (i.e. OPS, E2, Ariba, etc). 


- Good typing skills.  


- Excellent customer service skills.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Vietnam may receive a compensation package that may include health, separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given. 


** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
