Duties

Basic Function of the Position:


The incumbent’s daily duty is to perform work consisting of the examination and audit for accuracy, legality, compliance with regulations, and justification of vouchers, invoices, claims, and other requests for payment from customer posts. Responsible for processing post assignment vouchers for all overseas posts from Post Support Unit (PSU) client posts.  The incumbent is relied on by the Certifying Officer to forward only correct, legal, and proper vouchers for certification. Incumbent assures compliance with regulations and correct computation on the basis of supporting documents submitted by U.S. Embassy Finance Offices worldwide, or through contact with program officials, travelers, and vendor's/contractors.  The incumbent must ensure compliance with Federal, Department of State, PSU, and individual client post policies. When vouchers are rejected, incumbent must provide detailed and tactful explanations of the regulation or policy to the submitter and inform them of the necessary corrective action.    

Qualifications and Evaluations

Requirements:

EXPERIENCE:  Two years progressively responsible work experience in finance, accounting, bookkeeping or related financial field.


JOB KNOWLEDGE: 


Incumbent must adhere to Post Support Unit (PSU) standard operating procedures and the Post Policies of all posts serviced by PSU. The job holder must get familiar with U.S. Government accounting principles and concepts. The voucher examiner must have a thorough understanding of the ISO 9001 quality management system and excellent knowledge of PSU specific ISO 9001 work instructions.


Other knowledge requirements include: Proficient knowledge of the payment functions and accounting structure; Proficient knowledge in prudent business practice in payment and billings, audit standards, and standard payment procedures, In-depth knowledge of travel, especially international travel, allowances, payroll, voucher types, preparation and processing procedures is required.  She/he must demonstrate the ability and knowledge to process and review such payment vouchers.

Education Requirements:

  • Bachelor’s Degree in economics in accounting, banking, finance, business administration or related field.

LANGUAGE:  Level IV (fluent) reading/speaking/writing English is required. Level IV (fluent) reading/speaking/writing Bulgarian is required.


SKILLS AND ABILITIES:  



  • Strong computer skills including MS Office applications (Excel, Power Point, and Word), internet and website navigation skills, and automated financial and/accounting applications.

  • Ability to analyze data, accounting and payment records and reports, and obtain necessary information to correct problems.

  • Strong writing and oral communication skills; solid interpersonal skills.

  • Solid interpersonal skills and ability to work in a team including with colleagues in different physical locations and under continuous pressure.

  • Ability to recommend changes in processes and procedures in order to realize improvements in operational efficiency and customer service.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Bulgaria may receive a compensation package that may include health, separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
