Summary:

The U.S. Mission in Accra, Ghana is seeking eligible and qualified applicants for the position of Consular Assistant.

Duties

This is one of the two Consular Assistants that supports the daily operations of the Consular Section's American Citizen Services (ACS) Unit. The Incumbent will provide U.S. citizen services in accordance with U.S. Department of State policies and procedures. Services may include, but are not limited to: case intake, case processing, printing visa pages and passports, drafting correspondence, updating databases, and maintaining files related to arrest cases, deaths, repatriations, welfare and whereabouts inquiries, and federal benefit payments. The incumbent will interact with the public, providing outstanding customer service. The position is supervised by the ACS Chief and is a non-supervisory position.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Three (3) years of administrative/ government/para-professional experience, including customer service is required.

JOB KNOWLEDGE: Knowledge of regulations and U.S. law governing citizen services is required. Must have basic knowledge of Consular operations, citizenship services and unit workflow. Basic knowledge of Ghanaian civil and customary laws relating to marriage, divorce and adoption is required. Must have basic knowledge of Ghanaian documents such as passports, other forms of official identification, school, civil and religious documents. Basic knowledge of Ghanaian immigration and law enforcement is required.

 

Education Requirements:

Two (2) years university studies is required.

Evaluations:

LANGUAGE: Level 4 (fluent, Reading/Speaking/Writing) in English is required. Level 4 (fluent, Reading/Speaking/Writing) in the local Twi languauge is required.
Language proficiency will be tested.


SKILLS AND ABILITIES:  Must be able to work under pressure.  Proficiency in Microsoft Word, Outlook and Excel.  Must have good interpersonal skills. Must be able to obtain and maintain a security clearance of SECRET.

Benefits:
Locally Employed Staff, including Members of Household (MOHs), locally-resident EFMs and Third-Country Nationals (TCNs), working at the U.S. Mission in Accra, Ghana may receive a compensation package that may include health, separation, and other benefits.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

ADDITIONAL SELECTION CRITERIA:

1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

2. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.

3. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.

4. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
