The Tri-Missions Vienna are seeking eligible and qualified applicants for one of two positions of Administrative Assistant in the Office of Resource Management at the U.S. Mission to the Organization for Security and Cooperation in Europe (USOSCE). The offices are located in the IZD Tower at Wagramerstrasse 19, 1220 Vienna.

At the U.S. Mission to the Organization for Security and Cooperation in Europe (USOSCE), this position serves as Administrative Assistant in the UOSCE Office of Resource Management (ORM). The incumbent performs the full range of administrative duties and acts as the secondary Grants Officer Representative (GOR). Monitors the use of all U.S. extra budgetary funds allotted to OSCE-led projects and coordinates all OSCE Secretariat and field mission extra-budgetary funding requests.  Works independently but in close coordination with OSCE officials and USOSCE, Vienna Tri-Mission, and State Department colleagues.  Researches OSCE regulations, statutes, and policy guidance to ensure the proper use of funds and appropriate tracking of expenditures.

Qualifications and Evaluations



One year of work experience in business administration, finance, budgeting, and/or project management, including three (3) months’ work experience in the Organization for Security and Cooperation in Europe (OSCE) is required.



Knowledge of basic accounting principles is required.

Education Requirements:

Associate’s degree or two years of university coursework in Business Administration, Financial Management, Project Management is required.



English fluency (level IV) is required. This may be tested.


Excellent analytical, organizational, and communication skills are required.

Excel, MS Word, and PowerPoint skills are required.

Strong financial acumen is required as incumbent must be able to prepare, to analyze, and to summarize financial data and program documents and  make recommendations regarding internal administrative, managerial, and procedural practices and present up-to-date financial information in a clear, concise manner.

Benefits and Other Info

Agency Benefits:

For Locally Employed Staff, including Members of Household (MOHs), locally-resident EFMs, working at the Tri-Missions Vienna, compensation also consists of the prorated 13th and 14th month payment in addition to the Euro salary above. The compensation package will include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

What is an EFM, USEFM, AEFM, MOH, etc? (


1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

2. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.

3. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.

4. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
