The U.S. Mission in Brasilia is seeking eligible and qualified applicants for the position of Human Resources Assistant in the Human Resources Office (HRO).

The work schedule for this position is Full Time (40 hours per week).

Provides assistance and guidance on recruitment processes to constituent posts (Sao Paulo, Recife, Rio de Janeiro, Porto Alegre and Belo Horizonte) whenever needed.


Basic Function of the Position

The incumbent is one of two employees responsible for the Locally Employed (LE) Staff employment program, including the recruitment process of EFM employees and the Overseas Seasonal Hire Program. The incumbent performs a wide range of duties and advisory services to agency/section heads utilizing an in-depth knowledge of USG employment programs and hiring mechanisms. The position reports to the Human Resources Specialist.

Qualifications and Evaluations


EXPERIENCE: Progressively responsible work experience in the field of human resources management or business administration is required.

JOB KNOWLEDGE:  In-depth knowledge of the Department of State (DOS) regulations and policies on recruitment and hiring. Comprehensive knowledge of 3 FAM, 14 FAM, 3 FAH, Standardized Regulations, and other instructions pertaining to recruitment/selection is required. Detailed knowledge of Brazilian labor laws on recruitment is required. A good working knowledge of acceptable business practices, office procedures and business correspondence formatting are required.

Education Requirements:

A minimum of two years of college or university studies.


LANGUAGE: (This may be tested)

Level IV (Fluent) in speaking/ reading/writing English is required.

Level IV (Fluent) in speaking/ reading/writing Portuguese is required.

SKILLS AND ABILITIES:  (This may be tested)

Good research and analytical skills are required. Ability to assess resumes and application materials against vacancy announcements. Must have excellent interpersonal and customer service skills. Strong organizational skills and attention to detail are required. Proficiency with MS Office (Word/Outlook/PowerPoint/Excel) programs is required. Ability to maintain and protect personnel sensitive information, to meet deadlines and work with minimal supervision as necessary. Must be able to work under pressure. Must have the ability to draft correspondence in English and Portuguese and to translate from English/Portuguese/English.

Agency Benefits:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Brasilia may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
