The U.S. Mission in Kabul is seeking eligible and qualified applicants for position of Political Specialist.

Duties

Serves as the senior LES for the Afghan Government Unit, supervising two LES. Is responsible for a wide breadth of unusually challenging/difficult portfolios, all a national security priority for the USG. Will serve as the chief advisor/analyst for the Political Section on Afghan political parties, opposition movements/coalitions, relationship between the Palace and political stakeholders, National Assembly, Ministry of Parliamentary Affairs, electoral reform and other elections-related issues, and NGOs. Must be familiar with all political parties, factions, and parliamentary caucuses. Importantly, develops, maintains, and strengthens relationships with key political figures, government ministries, parliamentarians of both houses, parliamentary staff and parliamentary protocol offices and secretariats. Provides summaries/analyses of major legislation and understand rules of procedure. Monitors political party participation in the electoral process. Advises Political Section on engagement with Afghan political elite. Provides biographical information on all Afghan interlocutors. Schedules and attends meetings with all levels of political contacts for senior Washington visitors, Embassy Front Office, Political Counselor, and political officers, interpreting when necessary. Supports high-level visits and representational events. Undertakes other duties as required.  

Qualifications and Evaluations

Requirements:

EXPERIENCE:Minimum of 5 years’ experience working with the U.S or other diplomatic missions, the Afghan Parliament, the Afghan government, or NGOs dealing with the Afghan government. Experience must include at least 3 years of daily interactions with mid- to high-level Afghan government officials, or with provincial/local leaders from all of Afghanistan’s geographic regions is required.


JOB KNOWLEDGE: The incumbent must have an in-depth knowledge of provincial politics and the security situation in the major Afghan provinces – Kandahar, Helmand, Herat, Bamyan, Balkh, Kunduz, Panjshir, and Nangahar – and must be familiar with the general political and security situations in the rest of Afghanistan’s provinces. He/She must also be familiar with U.S. policy, the U.S. policymaking process, and Department of State reporting procedures..

Education Requirements:

University degree in law, political science, international relations, international law, history, journalism, public administration is required.

Evaluations:

LANGUAGE: Level 4 (fluent) English is required. Level 4 (fluent) Dari is required. Level 2 (limited) Pashto is required

SKILLS AND ABILITIES: Must demonstrate an ability to establish and cultivate professional relationships with government officials and provincial leaders from all of Afghanistan’s geographic regions. Excellent written and oral communication required for regular briefings and written reports on all aspects of provincial politics. Must be able to use multiple media and online sources for research. Interpret and translate fluidly between English and Dari. Use Microsoft Word, Outlook, and Sharepoint software to report and share information. Must have strong leadership and management skills.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given. 


** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
