Summary:

The work schedule for this position is:



  • Full Time (39 number of hours per week)


Please note that candidates should go through Palco for an additional process that could take up to 90 days.

Duties

The incumbent is responsible for the financial, program, and property resources that support Public Diplomacy projects and programs countrywide. Oversees use of multiple and diverse funding streams and ensures their compliance with all relevant U.S. government regulations and Cuban laws. Manages grants, contracts, and acquisition and use of Public Affairs Section materials and equipment. Serves as primary liaison for the Public Affairs Section with Management Section and offices, and coordinates resources for post and region’s American Spaces. 

Qualifications and Evaluations

Requirements:

EXPERIENCE:  The incumbent should have a minimum of three years of progressively responsible experience in a major organization in budget, accounting, business administration, financial management, organizational management, public administration, project management, or grants management work is required.


 

Education Requirements:

 



  • At least Bachelor’s Degree in economics, natural sciences, or social science and the humanities is required.

Evaluations:

LANGUAGE:  Fluent (Speaking/Reading/Writing) English and Spanish is required. This will be tested.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Havana may receive a compensation package that may include separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.
