The work schedule for this position is:

The incumbent will coordinate Global Health Security Agenda (GHSA), COVID-19, emergency preparedness & response, and non-communicable diseases (NCD) activities in the Caribbean Region. These activities will primarily be in support of  the region’s COVID-19 response. This position is responsible for carrying out a full range of complex epidemiological, surveillance activities, oversight and coordination of GHSA and other program activities, including special studies across the Caribbean Region.


Qualifications and Evaluations


EXPERIENCE:  At least five years experience in the management of infectious disease programs at the national and/or international level that entail responsibility for the development, implementation and evaluation of strategic information public health program activities is required. Additionally, one year of managerial experience either directing other physicians, health personnel, researchers or control of programs in developing country settings is required.

JOB KNOWLEDGE: Good understanding of agency missions, programs and organizational structures, sufficient to collaborate with other agency staff  and partners on GHSA policies, issues and problems.   Expert understanding of GHSA goals, targets and strategies to represent the U.S. Centers for Disease Control and Prevention (CDC) to external clients.  Standard knowledge of the public health policies and principles and strategies of CDC and the U.S. Government (USG) required. Advanced knowledge of the principles, theories and practices of USG and internationally recognized standards for emergency preparedness regulations and procedures.  Advanced knowledge of disease surveillance and epidemiology. Some knowledge in at least one of the following areas: infectious disease detection, prevention and response, emergency management, biosafety & biosecurity, or emergency operation centers. In-depth knowledge of related public health sciences sufficient to collaborate with other public health professionals in the development of integrated approaches to implementation of GHS. Basic familiarity and knowledge of health systems in the Caribbean region, policies, and procedures.

Standard concepts of general sciences, basic knowledge of statistics, data analysis, epidemiologic research methods and computer technology. A thorough knowledge of computers skills, including Windows-based software, word processor, e-mail, graphics, spreadsheets and database is required.                                                                                                                                                                                                                                                               


Education Requirements:

A Terminal degree in public health, medicine or sciences (public health, health sciences, epidemiology, behavioral sciences, medicine, veterinary medicine, e.g. MD, DVM, DrPH, PhD or local equivalents) is required.


LANGUAGE:  Fluent English Language (Speaking/Reading/Writing) is required.

SKILLS AND ABILITIES:  Excellent overall computer skills (keyboarding with both speed and accuracy) and good skill levels in use of at least one of the more common epidemiologic data analysis software (EPINFO, STATA, SAS, or SPSS) is required.  Excellent numerical skills for manipulating and reporting statistical data is required.

Agency Benefits:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Kingston, Jamaica may receive a compensation package that may include health and life insurance, pension, U.S. and Jamaica holidays, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
