Duties

The incumbent serves as a Human Resources (HR) Specialist and the principal assistant to a regional Human Resources Officer (R/HRO) responsible for providing the full complement of HR support services to a mid-sized embassy. The incumbent is the senior HR professional in the absence of the R/HRO and provides direct supervision to three Locally Employed (LE) Staff HR Assistants, One HR Clerk and work guidance to one Eligible Family Member (EFM) HR Assistant. The mission is comprised of four agencies (State Department, USAID, HHS/Centers for Disease Control and DOD/Defense Attache Office) and 329 positions (direct-hire, EFM and LE Staff).

Qualifications and Evaluations

Requirements:

EXPERIENCE: Five to seven years of progressively responsible experience in human resources, personnel administration or administrative management. One year of supervisory experience is required.


JOB KNOWLEDGE: A good working knowledge of the relevant FAM regulations and corresponding FAH. An advanced knowledge of DOS policies and procedures related to personnel management (policies and procedures published by HR/OE). A good working knowledge of local labor law, prevailing practices and customs as applied to compensation, benefits, severance, retirement and discipline.

Education Requirements:

A Bachelors' Degree in human resources, personnel administration or business management is required.

Evaluations:

LANGUAGE: Level IV English language fluency and a high degree of proficiency in written and spoken English is required.


SKILLS AND ABILITIES: Good computer skills (MS Office), including word processing, spreadsheets, presentations and internet searching are required. Basic mathematical skills required. Keyboarding skills that include both speed and accuracy are required. Must possess strong interpersonal skills and tact.

For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
