The work schedule for this position is:

Occasional travel between Islands and Europe are required.


The Office of Security Cooperation (OSC) is the primary point of contact between the militaries of the U.S. and Cabo Verde (CV).  It is responsible for all military visits, exchanges, joint operations and training, as well as sale and donation of U.S. military equipment. As primary assistant to the OSC Chief, the Security Cooperation Assistant executes all OSC programing, to include logistical, finance/budget and administrative support.

Qualifications and Evaluations


EXPERIENCE: Minimum of 3 years of experience in office management, financial, travel logistics, or similar position is required.

JOB KNOWLEDGE: General knowledge of military rank structure and functions; A good working knowledge of the organization and composition of Cape Verde Government, Military, and Security Services. Extensive knowledge of OSC office procedures and practices is required.

    Level III reading/writing/speaking English
    Level IV reading/writing/speaking Portuguese
    Level IV reading/writing/speaking Cabo Verdean Creole

    SKILLS AND ABILITIES Optional: Microsoft Office products such as Word, Excel, Access and Power Point as well as other proprietary software such as Security Cooperation Information Portal (SCIP), Security Cooperation Training Management System (SC-TMS), Defense Travel System (the DoD equivalent of e2), and INVEST: Leahy vetting data entry and adjudication.  Must have strong interpersonal relationship skills to maintain relationships with contacts across governments and agencies.  Must be highly organized in order to track requirements for various simultaneous programs and events.

    Agency Benefits:

    Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Praia, Cabo Verde may receive a compensation package that may include health, separation, and other benefits.

    For EFMs, benefits should be discussed with the Human Resources Office.

    The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given. 

    ** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
