About the Agency

The U.S. Mission in Maputo/Mozambique is seeking eligible and qualified applicants for the position of Public Health Specialist (Community Clinical Linkages and Retention Advisor).

The incumbent will be based in Maputo but will travel to 7 of Mozambique’s 11 Provinces periodically.


The incumbent will be responsible for forging, maintaining and monitoring linkages and retention between clinical CDC treatment partners and organizations working in the community in order to involve the community in the long-term care and management of HIV-infected individuals. Through their collaboration with the Ministry of Health (MISAU) and Ministry of Women and Social Action (MMAS), these treatment partners are supporting almost 50% of all the people on anti-retroviral treatment (ART) in Mozambique. The incumbent will work closely with MISAU, MMAS, and other donors involved in community-based work to expand the linkages between clinical HIV services and the resources available in the community. The incumbent will be based in Maputo but will travel to 7 of Mozambique’s 11 Provinces periodically.

Qualifications and Evaluations


EXPERIENCE: Five years of experience in an area related to health and/or community care/development that includes working with HIV prevention, care and treatment issues in Sub-Saharan Africa is required. One year of the total experience must be in a position of managing a results-driven health and/or community care/development program, including staff and funding resources.

JOB KNOWLEDGE: Broad perspective of the principles of public health and development is required. Good working knowledge of HIV prevention, care and treatment issues in Sub-Saharan Africa is required. Familiarity with Mozambican public sector strategies, guidelines and procedures, planning and budgeting cycles and relevant legal issues is required, especially in the Health and Social Welfare sectors. Knowledge of community structures and their organization, history of community health workers/ primary health care, Orphans and Vulnerable Children (OVC) support approaches, poverty reduction, food and nutritional security issues in the Mozambican cultural and material context is required.

Education Requirements:

Master’s degree in medicine, public health, community development, nutrition, development economics, social work, political science, psychology, nursing or other clinical area is required.


LANGUAGE:  Level 4 (Fluent) Speaking/Reading/Writing of Portuguese is required. Level 3 (Fluent) Speaking/Reading/Writing of English is required.  (This will be tested.)

SKILLS AND ABILITY: Strong interpersonal communication skills are required, as well as the ability to establish effective diplomatic working relationships with individuals and official representatives from a wide range of program partners, particularly those representing host nation Ministries and other international organizations. Working in an international setting requires the ability to work with numerous host country public health leaders in sensitive relationships that are critical to the ability to accomplish PEPFAR goals. A high degree of tact and diplomacy is required to carry out this position. Strong organizational decision making ability as well as the ability to liaise and coordinate with various partners and government agencies with competing priorities is required. Must be able to read and analyze and apply guidelines related to policy, planning and budgeting, monitoring and reporting systems in USG agencies (PEPFAR, CDC, USAID), and in relevant Mozambican Ministries and agencies (MoH, MMAS, CNCS), Global Fund, and to some extent other collaborating agencies in both English and Portuguese. Demonstrated ability to identify priority actions, generate and complete work plans within short time frames is required. Must have keyboarding skills that include accuracy, and the ability to use computer software packages including word processing, e-mail, Excel, power point and Access.
