The U.S. Mission in Brasilia is seeking eligible and qualified applicants for the position of Voucher Examiner in the Financial Management Center (FMC).

The work schedule for this position is Full Time (40 hours per week).

The incumbent is responsible for processing vouchers via the Designated Billing Office (DBO) system accurately, timely and within ICASS standards, vouchers for serviced and non-serviced agencies located in Brasilia. Incumbent must be thoroughly familiar with information and appropriateness of the expense as well as each agency’s complicated accounting systems and be able to detect errors within the fiscal strip code on the vouchers. Incumbent is responsible for examining each document for correct fiscal data. This involves an extensive knowledge of the complicated Momentum, Ariba, and Coast Systems, Regional Financial Management System, and proper procedures for inputting vouchers, collections and deposits into the accounting system. Payments must be made within ICASS standard timeframes and via electronic funds transfer (EFT). Once the documents are entered, the incumbent prints the Undisbursed Voucher Detail Reports and assembles them for certification by the Certifying Officer. The voucher process in FMC will soon be a paperless process which requires extensive accounting and accounting information proficiency, and the incumbent must be able to function in a paperless environment using multiple RFMS programs.

Qualifications and Evaluations


EXPERIENCE: Experience in accounting, disbursing, book keeping, finance or business is required.

JOB KNOWLEDGE: In depth knowledge of Momentum cashiering procedures, good knowledge of FMC regulations and procedures related to appropriation funding, allotments, obligations and disbursements for State, serviced and non-serviced agencies, Momentum and COAST applications, State Department 4FAM, 6FAM, 2FAM regulations, Treasury Department laws and regulations governing cash operations, cash transactions, banking, cash disbursements and exchange rate transactions, ARIBA and DBO system.

Education Requirements:

A minimum of 2 years university studies in accounting, business management, economics, or finance is required.


LANGUAGE:  (This may be tested)

Level III (Good working knowledge) speaking, reading, writing in English is required.
Level III (Good working knowledge) speaking, reading, writing in Portuguese is required.

SKILLS AND ABILITIES:  (This may be tested)

Must be flexible and able to work with constant changes in work priorities. Capable of quickly analyzing transactions, documentation and records to determine the source of imbalances and to correct any discrepancies. Must be quick and accurate when using the computer keyboard, 10-key calculator, typewriter and spreadsheets. Must possess a high degree of integrity and the ability to perform fiscal services in a responsible manner. Serves the public courteously. Advance computer skills in Microsoft Excel, intermediate computer skills in Microsoft Word and PowerPoint. Must be able to work with multiple RFMS systems and possess intermediate information accounting skills.

Agency Benefits:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Brasilia, Brazil may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
