Duties

Basic Function of Position: The Compliance Coordinator oversees the full spectrum of compliance issues associated with the U.S. Mission Pakistan procurement and acquisition activities. Incumbent will be updated and trained on all current compliance requirements, and identify changes and additions as they occur. Incumbent will work with Procurement Supervisor, Contracting Officer, and other staff to track and develop standard procedures, processing tools, training materials, and electronic file and internet repositories for records compliance, ease of access, and smooth processing of procurement processes. S/he will work closely with Mission Pakistan Procurement staff, including Consulates, in a wide variety of offices and USG agencies, and with external vendors to ensure awareness and compliance with issues and how to support USG and Mission.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum three (3) years of progressive experience in procurement/acquisition out of which one (1) year should be direct experience in the government sector or a large corporation.


JOB KNOWLEDGE: Incumbent must have a broad exposure and extensive knowledge in procurement practices and procedures. Incumbent must be able to learn all relevant USG guidance as well as related on-line courses materials. Incumbent must have extensive knowledge or expertise dealing with local providers, as well as offshore providers, e.g., Amazon, Apple, etc.

Education Requirements:

Completion of a University Degree (16 years of education) in Law, Business, Commerce, Arts or Sciences is required.

Evaluations:

LANGUAGE: Level IV (fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested. 


SKILLS AND ABILITIES: The incumbent must have strong computer skills, notably: MS-Office suite; procurement applications, e.g., Oracle or similar; web-based search engines, e.g., Bing, Google. Incumbent must have strong skills in written and oral communication, to include strong negotiating skills and experience with leading the training of diverse groups. S/he must have strong analytical and customer service skills. Skills and abilities may be tested.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.

ADDITIONAL SELECTION CRITERIA:


1. Management may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.


2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.


3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.


4. The candidate must be able to obtain and hold the local security certification.


5. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.


6. Current employees who have voluntarily been reassigned/promoted from one position to another are not eligible to apply for six months from the effective date of the reassignment/promotion.


7. U.S. Mission Pakistan will not bear any travel expenses for testing, interviews, pre-employment clearances (if selected) or relocation for joining.
