Duties

The incumbent oversees $18.5 million in multi-year assistance funds to strengthen the rule of law and the criminal justice sector in Pakistan, as well as to promote safe, secure, humane correctional institutions. She/he reports to the Corrections and Rule of Law Program Officer and supervises one locally employed (LE) staff. Provides expert advice to the Corrections and Rule of Law Program Officer on all aspects of Pakistani criminal law/procedure (including complex areas such as money laundering, narcotics trafficking, corruption, terrorism, cybercrime), judiciary system/procedures, and prison systems/procedures and offers technical support in connection with policy and program development and implementation. In coordination with the International Narcotics and Law Enforcement (INL) section leadership and in collaboration with her/his staff, the incumbent negotiates, designs, implements, monitors, and evaluates INL assistance agreements for training, commodities, operational support, and/or infrastructure projects to strengthen the capabilities of the Pakistani federal- and provincial-level judicial, prosecutorial, and corrections institutions. She/he provides support in developing, analyzing, and articulating capacity-building strategies and project budget plans; monitors program expenditures; and prepares reports, concept notes, and other periodic documents for INL-P, INL-AP, and other USG stakeholders. Maintains senior-level contacts and works with the prisons departments, prosecution services, judicial courts, Home Department, Ministry of Law and Justice, donor community, civil society, and international organizations (IOs). The incumbent represents INL in discussions with these interlocutors. The incumbent serves as INL's primary point of contact for Pakistan government officials and IO’s on issues related to criminal justice reforms in the country.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum five (5) years of professional experience in the criminal justice sector that includes program/project management with government agencies, international organizations, or civil society organizations working in corrections, criminal justice, or the judiciary is required. Such experience must include working on project teams as well as technical program/project management including tracking and maintaining program budgets; managing contracts or grants; program design; program planning; implementation; monitoring and evaluation; statistical analysis and data interpretation.


JOB KNOWLEDGE: The incumbent must have advanced knowledge of Pakistani criminal justice laws and system, as well as corresponding national and provincial rules and standard operating procedures. Must also possess knowledge in comparative understanding of the U.S. and Pakistani criminal justice systems and specialized areas of criminal law such as in money laundering, human rights, drug trafficking, terrorism, and corruption. The incumbent must have in-depth knowledge of a broad range of international issues, international law, and latest practices. Must have knowledge of Pakistani law, criminal justice structure, procedure, and needs of the Pakistani justice sector. A strong command of the administrative, technical, and legal challenges facing the corrections and prosecution sectors in Pakistan is required. The incumbent must also understand U.S. government and host-country funding and foreign assistance regulations, including grants regulations.

Education Requirements:

Completion of a University Degree (16 years of education) in law, criminal justice or development studies is required.

Evaluations:

LANGUAGE: Level IV (fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested. 


SKILLS AND ABILITIES: The incumbent must have superior intellectual skills and sound judgement to analyze and interpret significance of information; ensure fiduciary responsibility in oversight of U.S. taxpayer dollars.  Must be able to translate (written) or interpret (aural/oral) in English and Urdu · Must be a self-starter who can assimilate and analyze information quickly and recommend the best court of action. Must have strong interpersonal and organizational skills with an impeccable attention to detail. Must have strong written and spoken communication skills. Must be flexible to a changing and dynamic environment, with the ability to produce high quality deliverables under pressure and tight deadlines. Must exhibit abilities to conceptualize and articulate strategic plans, design projects from scratch, and organize, analyze, and interpret data pertinent to the rule of law and corrections. The incumbent must have ability to apply good judgement in speaking on behalf of the U.S. government and effectively negotiate with external stakeholders. This position requires exceptional leadership, team management skills, and tact. This may be tested.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

ADDITIONAL SELECTION CRITERIA:


1. Management may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.


2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.


3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
