Provides expert-level support to U.S. commercial programs in Algeria, including direct participation in market development and providing counseling and services to U.S. firms and their local counterparts. Serves as an experienced advisor to the Senior Commercial Officer/Commercial Counselor on matters relating to trade and commercial relations between Algeria and the United States.

 Incumbent is a key resource to the Commercial Counselor on important issues requiring analysis and judgment on trade policy, industrial development, relationships of individuals and organizations within the private business community and the public sector at all levels, and coordination with other Embassy sections.  These sections include the Economic/Political and Consular Sections, the Office of Military Cooperation, Foreign Agricultural Service, Regional Security Office, and the Ambassador’s staff.  In an advisory capacity, (s)he maintains a continuous assessment of the economic and political environment as it relates to commercial matters to provide informational and conceptual background on issues.  (S)he also facilitates dialogue for the Commercial Counselor on negotiations and promotion of the commercial programs that contribute to increased U.S. exports to Algeria and overall improved commercial relations between the two countries.

Algeria is a developing country.  Accurate official data and information is often rare or non-existent.  Therefore, the incumbent is a vital source of information and advice to the U.S. exporter, trader, or investor.  The incumbent's translating and interpreting skills must not only be technically excellent, but also impart a crucial understanding of cultural issues and business sensitivities and requirements, both American and Algerian. The incumbent is frequently called upon to provide overall general support to the function and mission of the Embassy (e.g., support of Secretarial visits).



Qualifications and Evaluations


EXPERIENCE:(05) five years of experience in marketing, management, economic research, and trade promotion, in a U.S. Commercial Service office or private company is required.

JOB KNOWLEDGE: Thorough knowledge and understanding of host country's economy, commercial and industrial structure, trade and business practices, laws, regulations and policies.  Thorough familiarity of CS goals, programs, procedures, and reporting requirements. Thorough knowledge of U.S. business practices, requirements and activities.

Education Requirements:

Bachelor's degree in Business Administration, Marketing, Economic or another related field is required.


Language: Must have Level 4 in written and spoken English and French/Arabic Language skills. “This may be tested”

Skills: Ability to plan, organize and execute complex commercial research projects and to prepare precise and accurate reports embodying in-depth analysis and evaluation.  Ability to develop, maintain and expand an extensive range of high-level contacts in government and private sectors.  Ability to render sound advice with impartiality, and objectivity employing professional judgment.  Ability to assess the economic and political environment as it relates to commercial matters/issues. Ability to quickly learn and master new technology such as customer relationship management software and virtual collaboration and communications tools, such as Sharepoint, MS Teams, and WebEx.

Agency Benefits:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission Algiers may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office. The pay plan is assigned at the time of the conditional offer letter by the HR Office.
