Basic Function of Position: Under the general supervision of the local staff Country American Spaces Director, and with guidance from the American Regional Public Engagement Specialist, the incumbent is responsible for programming, operations, and general oversight of up to five American Spaces or “Lincoln Corners” in the Islamabad consular district. S/he guides and supports the Lincoln Corner Coordinators and works to ensure that the corners meet American Spaces standards on programming, management, and physical appearance. Develops innovative programing strategies; supports renovation projects; prepares budget “wishlists;” and develops funding requests, as appropriate. S/he maintains statistics; conducts American Spaces programs; and acts as both a Contracting Officer Representative (COR) and Grants Officer Representative (GOR) for contracts and grants, as assigned.

Qualifications and Evaluations


EXPERIENCE: Minimum three (3) years of progressive experience delivering information resources, public education, public affairs, or public relations in a multilingual, multicultural, or multinational public service institution (such as a museum, think tank, American studies or cultural center, or library) is required, with communications, marketing or public relations duties as a significant part of the job is required.

JOB KNOWLEDGE: The incumbent should have a good general knowledge of Pakistani government structures and non-governmental, educational, technology, and media organizations. Understanding of the U.S. higher education system and familiarity with U.S. government, culture, society, and values is required. Knowledge of strategic planning and program management and a strong customer service orientation are required.

Education Requirements:

Completion of University Degree (16 years of education) in communications, library science, museum education, international affairs, American Studies or marketing is required.


LANGUAGE: Level IV (fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested.

SKILLS AND ABILITIES: The incumbent must possess strong cross-cultural communication skills and be able to interact and work effectively with Americans and Pakistanis of all levels. Ability to oversee multi-site, multi-function operations and maintain frequent and close contact with target audiences and contacts is required. Should possess project management and customer service skills, as well as a high level of attention to detail, excellent written and verbal communication skills. Must be proficient in Microsoft Office, Google Suite, and contemporary social media platforms. Ability to independently plan, organize, and prioritize work schedule, as well as multiple simultaneous public events, and carry out assigned responsibilities is required. Ability to work in a busy environment and manage multiple priorities is also required. Must be a team player and exercise good judgment.

Agency Benefits:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Islamabad may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.

4. The candidate must be able to obtain and hold the local security certification.

5. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.

6. Current employees who have voluntarily been reassigned/promoted from one position to another are not eligible to apply for six months from the effective date of the reassignment/promotion.

7. U.S. Mission Pakistan will not bear any travel expenses for testing, interviews, pre-employment clearances (if selected) or relocation for joining.
