Duties
Incumbent indicators and targets are grounded in evidence. Incumbent will have special expertise in gender sensitivity issues and ensure that gender is tracked and analyzed across all the Mission's programs, will lead the Mission in establishing performance indicators and benchmarks, collecting, and analyzing performance information, planning, and managing evaluations and assisting Mission management in using such performance measures for decision-making and resource allocation. The M&E Specialist will coordinate the creation of a Mission Performance Monitoring Plan and hold regular program and portfolio reviews, will advise technical teams and senior management on designing and planning for evaluations, special studies and assessments.
The M&E Specialist will be located in the USAID/Sudan Program Office, which has responsibility for Mission-wide program design, approval, implementation, and reporting processes, of which monitoring and evaluation of program performance are the foundations of successful program management, will be a key Program Office team member and participate in responding to special requests from USAID/W, State Department, Congress, the U.S. Embassy in Khartoum and implementing partners, will also liaise with Government of Sudan officials, major donors and other partners on monitoring and evaluation issues.
Coordination of Internal USAID/Sudan Monitoring and Evaluation Activities 50%
The incumbent shall serve as the principle coordinator within USAID/Sudan of all major reporting exercises, such as Operational Plans, Performance Management Plans, Portfolio Reviews, and Annual Reports. Under the direction of the Supervisory Program Officer, the incumbent will liaise with each of the technical offices within USAID/Sudan and with the USAID Office of Development Planning in the Africa Bureau in Washington, DC on all major reporting exercises.
The incumbent will maintain a database of the activity/program descriptions for all on-going awards, managing this database to respond to routine and special requests for information. Incumbent will prepare written briefs, talking points, and other materials for senior staff or VIP visits on USAID/Sudan programs as requested.
Coordination of External Donor and Host Government Monitoring and Evaluation Activities 35%
The incumbent will lease with other donors in Sudan on their programs. She/he will maintain up to date contacts and information on their programs, budgets, future plans and staffing. The incumbent will participate as appropriate, in major donor events such as conferences, seminars, and working groups. He/she will prepare special reports for the front office on major outcomes and agreements between donors and the Government of Sudan. He/ she will respond to requests for information on USAID programs and budgets to other donors and government officials. He/she will promote the exchange of major publications, assessments, and evaluations between donors.
The incumbent shall be the USAID liaison between Government of Sudan and USAID/Sudan officials and USAID/Sudan to facilitate discussions, meetings, and other official events. The incumbent will search and prepare material as necessary under the guidance of the Supervisory Program Officer to assist Mission officials in exchanges with government officials.
Unsolicited Proposals and Other Program Support 15%
The incumbent shall review and manage the Mission review of all incoming Unsolicited Proposals, and draft responses for each. He/she will provide technical support to the Program Office and the Mission in the overall administration and oversight of program implementation. He/she will participate as requested in reviews of technical proposals in response to Request for Proposals or Request for Assistance. He/she will provide written and oral translation and reporting services as needed.
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.
