The work schedule for this position is Full Time 40 hours per week

Under the direct supervision of the Supervisory Human Resources Officer (HRO), serves as HR Specialist for the American Portfolio of Post’s HR operations. Serves as an advisor to the HRO and the Management Counselors on all matters related to the American portfolio at Embassy Abu Dhabi and constituent post, Consulate General Dubai.  Directly supervises 9 positions; 6 Eligible Family Member (EFM) While Actually Employed (WAE), 2 EFM HR Assistant, and 1 LE Staff HR Assistant.   The incumbent works independently with classified information; initiates security clearance requests for EFMs in e-QIP and; manages the full range of support for Post’s American portfolio for USDH, EFM, MOH and American citizen’s for all agencies within the Embassy.  Incumbent provides guidance and advice to USDH officials and EFMs pertaining to HR regulations and practices; interpreting, assembling and applying Department regulations and policies on such matters as compensation, allowances, management policies, training, proper hiring procedures, performance evaluation (EER / EPR) and required documentation.  Processes NSDD-38 requests for the Embassy and ensures proper documentation is maintained.  Incumbent works closely with FMC, CLO, RSO, all non-State agencies, Washington D.C. and the Front Office on a daily basis and is responsible for preparing reports, cables, and memoranda pertaining to the HR American portfolio.

Qualifications and Evaluations


EXPERIENCE:  A minimum of four years of experience in general Human Resources administration, which should include the following aspects: recruitment, compensation and personnel development is required

JOB KNOWLEDGE: Expert knowledge of 3 FAM, 3 FAH and other Departmental human resources management regulations, EFM FMA program.  Knowledge of DoS correspondence and communications formats and procedures is required.  Familiarity with other agency human resources management policies and procedures is required. Good working knowledge of Vienna Convention and local diplomatic accreditation rules and regulations.

Education Requirements:

Completion of University Degree in Human Resource Management or Business Management is required.


LANGUAGE:  Level IV (fluent) Reading/Writing/Speaking English Language required. This may be tested

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
