EXPERIENCE: Minimum five years of progressively responsible experience in agriculture, international trade, or economics, or equivalent experience in the production, processing or marketing of agricultural commodities, including experience in the analysis and interpretation of data and presentation of findings in written form.
JOB KNOWLEDGE: In-depth knowledge of the organization of EU and member state institutions and legislative decision making procedures involved in regulatory issues, particularly those related to agriculture; knowledge of U.S. and EU trade associations, agricultural product retailers and private traders; USDA organization, functions and policies in general and FAS in particular; FAS commodity reporting requirements; relationship between FAS and co-operators; relationship between FAS and EU agriculture-related institutions; and Embassy organization and procedures.
LANGUAGE: Fluency in English, with fluency in at least one other official EU language required. This may be tested.
SKILLS AND ABILITIES: Ability to establish and maintain contacts with EU officials to obtain policy information and to represent USG interests. Ability and initiative to develop and maintain an extensive range of contacts at a variety of levels in the EU Commission and private and public sectors. Ability to provide sound professional advice. Ability to obtain both published and unpublished information and data relating to agricultural development in the EU including legislative, regulatory and procedural changes. Ability to relate developments in the agricultural field to political, economic and sociological forces at work in the EU. Ability to analyze and evaluate data and draft analytical reports in clear and grammatically correct English under tight deadlines. Capacity to present complex technical information clearly and articulately in public settings. Experience with spreadsheets, and databases required. Must be a self-starter with the organizational skills to set priorities in the face of multiple priorities and tasks.
