Summary:

The U.S. Mission in Cairo/Egypt is seeking eligible and qualified applicants for the position of Library Clerk (Receiving) in Library of Congress Cairo Overseas Office.


The work schedule for this position is: Full Time - 40 hours per week.


Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

In support of the Accounting and Administration section of the Library of Congress office, incumbent performs under general supervision of the Financial and Administrative Management sectiona variety of clerical duties involved in the receiving of shipments coming from more than twenty countries in the Middle East and North Africa in which vendors acquire and ship materials on behalf of the Library of Congress and 40+ universities who participate in the Middle East Cooperative Acquisitions Program (MECAP).   


 


Incumbent is responsible for the receiving and distribution of all publications in the Overseas Field Office Replacement System (OFORS).  





Incumbent also serves as an authorized driver of the LOC vehicle as may be required to conduct official business. 

Qualifications and Evaluations

Requirements:

Prior Work Experience:


1-2 years’ previous experience as a supply clerk for a warehouse, bookstore/publisher/distributor.


Knowledge, Skills & Abilities:


Incumbent must have a good working knowledge of ordering and receiving procedures. Knowledge of Greater Cairo streets and neighborhoods. A high degree of accuracy and attention to detail, familiar with Latin alphabet, able to use microcomputers for basic word processing in Arabic and English is required. Must be able to schedule work to meet deadlines. Must have valid class III driving license. 

Education Requirements:

Completion of Commercial or, general secondary school is required.

Evaluations:

Language Ability: 


Level II Speaking/ Writing of English is required. (English test will be held) 


Level IV (Fluent) Speaking/Writing of Arabic is required.

Qualifications:

All applicants under consideration will be required to pass medical and security certifications.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Cairo/Egypt may receive a compensation package that may include health, separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given. 


** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
