  • The U.S. Mission in Colombo is seeking eligible and qualified applicants for the position of the Residential Engineer in the General Services Office- Housing Unit. 

  • The work schedule for this position is: Full Time- 40 hours per week. 

  • Start date: Candidate must be able to begin work within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Assists and serves Realty Supervisor with commissioning of new properties and make ready of existing properties. Inspects residences and submits proposals for recommended upgrades and maintenances.  Serves as a Contracting Officer’s Representative on-site inspections of projects. Establishes and manages a preventive maintenance program to ensure the safe and reliable operation of all U.S. Government lease and controlled residences.


Basic Function of Position: The incumbent serves as Residential Engineer for the Mission's residential program supporting all Colombo and Male` U.S. government, long-term and short-term leased residences, apartment, warehouse and parking grounds and related systems, which comprises Colombo mission's 42 large detached residences and 47 apartments. The incumbent supervises a work force of 4 Maintenance Coordinators and is directly responsible to the Realty Supervisor for day-to-day and ongoing operation of the General Services Office (GSO) Housing Section.

Major Duties and Responsibilities: Assists and serves Realty Supervisor with commissioning of new properties and make ready of existing properties. Inspects residences and submit proposals for recommended upgrades and maintenances. Develops drawings and plans using AUTO CAD software, prepares, scopes of work with specifications, bills materials and cost estimates for special projects carried out in-house. Submits procurement request for purchase of materials, equipment and tools as necessary. Provides clear input for In-house and landlord construction contracts, participates in technical evaluations. Serves as a Contracting Officer’s Representative (COR) on-site inspections of projects, contract or in-house, to ensure work is being performed within contract specifications, requirements and meets applicable design and construction standard. - 35%

The Residential Engineer establishes and manages a rigorous preventive maintenance program to ensure the safe and reliable operation of all U.S. Government lease and controlled residences. Directs unscheduled maintenance support for all non-routine breakdown repairs, including emergency generators, electrical systems, air conditioning systems, ventilation systems, water and wastewater management systems and appliances. Performs hands-on maintenance on residential building systems that are beyond the capabilities of the regular maintenance staff. - 20%

Oversees the maintenances work orders system with preventive and unscheduled work order support for all residential leases. Ensures work is scheduled and completed in a timely and efficient manner through the development of a quality assurance/quality control program. Assigns priority to work orders to the Maintenances Coordinators and ensures post policies and department regulations are adhered. Supervises scheduling of work to assure minimal disruption to occupants of the houses and apartments. Performs spot inspection conduct on final inspection to ensure work has been performed according to an acceptable standard. - 15%

Conduct annual housing inspection surveys, develop reports and maintains files, provides input for the post's maintenance budget. -10%

Identify and analyze strategies for energy wastages for overall residential utilities and carry out an energy audit program for all residences.        - 10%

Arrange and conduct training sessions for subordinate foremen and staff on the subjects pertaining to standard installation methods and energy efficiency methods.  -10%

Qualifications and Evaluations


EXPERIENCE: 5 years’ experience in Civil Engineering field, which includes practical fieldwork requiring application of Engineering principles and practices in managing construction and related projects is required. Candidate must attach copies of relevant service/work experience certificates. 


  1. Level IV ((Fluent) Reading/Writing/Speaking English is required.  (This will be tested)

  2. Level IV ((Fluent) Reading/Writing/ Speaking Sinhala and/or Tamil is required.

JOB KNOWLEDGE: Must have a thorough knowledge of acceptable building and construction standard codes and practices. Ultimately must understand good management and supervisory principles in order to have the tasks carried out by subordinate employees in the unit.

SKILLS AND ABILITIES: Develop concept drawings such as construction plans, floor plans and shop drawings using computer Auto-CAD software and equipment. Must be able to prepare written report and correspondence in English. Must be able to handle the outside contractors repairing or upgrading to the existing residential buildings. Site meetings and coordinating works with contractors and monitoring the progress and preparing the reports.

Valid Class “B” Driver's license (formerly C, C1) with a clean driving record is required. (Driving skills will be tested). Candidate must attach a copy of the relevant driving license.

Education Requirements:

Bachelor Level University Degree in Electrical or Civil field of Engineering is required. Candidate must attach copies of relevant educational certificates.


  • Language: Level IV English Language Proficiency will be tested.

  • Skills and Abilities: Safe driving skills will be tested.

  • Locally Employed Staff, including Members of Household (MOHs), locally-resident EFMs and Third-Country Nationals (TCNs), working at the U.S. Mission in Colombo may receive a compensation package that may include health and other benefits as per the Local Compensation Plan.

  • For EFMs, benefits should be discussed with the Human Resources Office.

  • The pay plan is assigned at the time of the conditional offer letter by the HR Office.
