The U.S. Mission in Brasilia is seeking eligible and qualified applicants for the position of Supervisory Voucher Examiner (Certifying) (Trainee Level) in the Financial Management Center (FMC).

The work schedule for this position is Full Time (40 hours per week).

The incumbent supervises the voucher and payroll section (14 positions) and serves as the Supervisory certifying officer for all payments for goods and services received on behalf of the 42 ICASS agencies located at the Embassy in Brasilia, five Consulates, and three consular agencies. Provides guidance and training to a LE staff certifying position and eight voucher examiners on complex vouchers and interpretations on USG regulations.   Serves as the Designated Billing Official (DBO) for Mission Brasilia’s Purchase Card Program which includes 5 Consulates and the Embassy and supports over 20 purchase card holders.  Functions as a FMO functions with very little supervision.  The incumbent works with highly complex financial issues and interacts not only with senior staff in Mission Brasilia and the Consulates but with senior managers in FSC Charleston, RM, and Itaú.

Qualifications and Evaluations


EXPERIENCE: Progressively responsible experience in the US Government or Corporate accounting, budgeting, and financial systems is required. Must also have supervisory experience.

JOB KNOWLEDGE: Must possess extensive knowledge of accounting and finance including knowledge of INSS.  The incumbent must have excellent computer skills to include intermediate EXCEL (must know lookup and Pivot tables) and write professional reports in English and Portuguese.

Education Requirements:

Must possess a Bachelor’s Degree in Accounting, Budget, Finance, Economic or Management.


LANGUAGE:  (This may be tested)

Level IV (fluent) reading/writing/speaking in English is required.
Level IV (fluent) reading/writing/speaking in Portuguese is required.

SKILLS AND ABILITIES:  (This may be tested)

Must be flexible and able to work with constant changes in work priorities. Capable of quickly analyzing transactions, documentation and records to determine the source of imbalances and to correct any discrepancies. Must possess a high degree of integrity and the ability to perform fiscal services in a responsible manner. Serves the public courteously. Ability to motivate and train other members of the team and to implement disciplinary action when necessary. Advance computer skills in Microsoft Excel and intermediate computer skills in Microsoft Word and PowerPoint.

Agency Benefits:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Brasilia, Brazil may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
