The work schedule for this position is: Full Time (40 number of hours per week). 

Start date: Candidate must be able to begin working within a reasonable period of time (8 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Basic Function of Position: Serves as Budget Analyst for the Office of Defense Cooperation and the Bilateral Affairs Office - Albania, with responsibility of performing the complete range of budget administration work, including budget formulation and financial program planning and analysis, budget execution, allotment accounting, and the technical budget support duties for multiple operating funds, and other funding categories as assigned to agency from the headquarters. Additionally, performs a variety of admin support activities and assists in all aspects of Security Cooperation programs, Military to Military Programs, and the Humanitarian Assistance Projects. This position is supervised by the Office of Defense Cooperation Chief.



Qualifications and Evaluations


EXPERIENCE:  Minimum 3 years of prior experience in business, accounting, administrative management or budgeting is required. 

JOB KNOWLEDGE: Economics and Accounting - Knowledge of economic and accounting principles and practices, the analysis and reporting of financial data.Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation.Clerical - Knowledge of administrative and clerical procedures and systems such as computer processing, managing files and records, designing forms, and other office procedures and terminology.


Education Requirements:

EDUCATION: University degree in finance, business administration/accounting or budgeting is required.


LANGUAGE: Level IV (fluent) English is required. This will be tested. Level IV (fluent) Albanian is required. 

SKILLS AND ABILITIES: Must have an analytical mind. Must have the ability to analyze the interrelationship of accounts that are affected by varied transactions and documents, accounting codes, structures, and procedures. Must have the ability to obtain, analyze, and evaluate relatively complex data and to prepare precise and accurate factual and analytical reports. Must be able to react quickly to changing environment Must develop and maintain a range of working relationship involving finance and administration. Must be able to render advice clearly and objectively. Must be proficient in using computer and web systems. Familiarity with protocol and military terminology is desired. Class B Driving License is required.

Agency Benefits:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Tirana, Albania, may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
