The work schedule for this position is:

  • Full Time (40 hours per week)

The incumbent analyzes and processes a variety of distinctly different vouchers of average to complex difficulty; is responsible for payments such as: leases, cell phones, social security payments, others. Processing includes ensuring the voucher is proper and in accordance with applicable regulations, provisions of law, policy or other pertinent guidance. The incumbent prepares various vouchers for Department of State and other agencies at post. All payments are paperless. The incumbent acts as an Alternate Class B cashier. Prepares the Mission’s quarterly VAT and Excise Tax submissions for official and personal purchases. Maintain all the official correspondence and act as a liaison between the Mission and the Government of Bulgaria on all VAT and Excise tax related issues.

Qualifications and Evaluations


EXPERIENCE: One year of progressively responsible work in accounting, bookkeeping or cash operations.

JOB KNOWLEDGE: Must have a very good working knowledge of FAM-FAH and other regulatory materials. Must have a good understanding of procedures related to cashier operations and money-handling responsibilities.  Using of specific software as RFMS/M, COAST, E-2, ILMS eInvocing, and other, professional knowledge of MS Excel. Very good understanding of host country payment/bank conditions and utility company’s payment procedures. Good knowledge of Bulgarian VAT and excise law regulations.


Education Requirements:

EDUCATION:  Two years college/university studies in economics, accounting, finance, banking, business administration or equivalent is required.

  • English - Level 3 (Good working knowledge) is required;

  • Bulgarian - Level 4 (Fluent) is required.
